D. Overcrowding of the Chinese population. The Principal Medical Officer reports that the overcrowding of the Chinese working-class population in certain districts is frightful in character and forms the gravest, most active, and increasing element of danger to the Colony, and owing to the want of medical officers and subordinate inspectors, it cannot be checked or controlled.
It is thus seen that the military forces in this Command are placed at extreme risk by the conditions by which they are surrounded, and it seems only just and equitable that some representative of their vital interests should have a seat.
